Kalaignar Pen- The present government of Tamil Nadu had succeeded got permission to construct the legacy monument for Kalaignar Pen, which will be made at Chennai’s Marina Beach, on the environmental terms and conditions.

The Coastal Regulation Zone (CRZ) has approved the proposal of state conditions based on recommendations from the Expert Appraisal Committee (CRZ) and the Tamil Nadu Coastal Zone Management Authority, which will be submitted annually to the Tamil Nadu Pollution Control Board, and compliance with the conditions should be uploaded on the Public Works Department (PWD) website. Among the condition which was laid down are they need to achieve a no-objection certificate from INS Adyar that is situated 800 metres away from the project site, before the construction; monitor erosion and carry out accretion studies; file reports on crowd management and set out emergency evacuation plans as per the regional environment office guidelines.

It is a state-sponsored monument whose aim is to promote the legacy of a late politician named M. Karunanidhi, where its infrastructure and environmental consultant for the project is Chennai-based Hubert Enviro Care Systems. As per PWD guidelines, the pen monument would be 30 meters high and spread over 8,551 sq.m, including a pen pedestal, a lattice bridge above the beach and land and a pedestrian pathway above the sea. with a 7-metre wide bridge that would be 290-metre long over the land and 360-metre long over the sea will be added.
